The Cloudflare Partner Locator is the vendor's public directory: appearing there means passing its enablement process and keeping the certification current. It is not a badge you buy or an emblem you place on your own site.
The Powered+ badge marks partners who also operate the platform, not just sell it. That is the difference between a reseller who issues the invoice and a provider who answers when the configuration fails at three in the morning.
As a Solution Provider we deploy and supply Cloudflare to you; as an MSSP we run it as a managed, continuous service, with our SOC monitoring 24/7.
These are two different roles, and many providers hold only the first. A Solution Provider can sell you the licence and hand over a configured console; that is where their part ends, and from then on the platform is yours — and so is the judgment for tuning it.
The MSSP role covers what comes afterwards: reviewing what the platform flags, tuning rules when your application changes, and responding when an attack happens. Holding both means the same company that deployed it is the one running it, so there is no boundary where the problem stops being anyone’s.

Cloudflare is not a single product. For performance and availability we deploy CDN, DNS, and load balancing with managed SSL/TLS, so your applications stay fast and online. For application security we cover the WAF, DDoS protection, and bot management, which filter traffic before it reaches your server.
For access we set up Cloudflare Zero Trust —Access and Gateway— so your teams reach internal applications without exposing a traditional VPN. And we protect email, still the way most attacks get in.
In every case the model is the same: we deploy the right piece, tune it to your operation, and watch it from our SOC. The WAF is the part with its own page —you can see in detail what our managed WAF service covers—, but the practice spans the whole platform.

The difference is not the price of the licence but who decides, and how long that decision takes: a badly tuned configuration blocks real customers, and a well-tuned one with nobody watching records the attack but does not contain it.
